Sacramento County and the ring around it
Seven cities, and the ground is not the same in any two of them. Valley clay moves with the season, foothill granite has to be broken before anything is poured, and Natomas has a water table that decides how a pool gets drained. Each page below says what that means for a shell built there.

Outside these cities, ask. The honest answer depends on the drive and on what the job is, and it is quicker to say yes or no than to guess.
